“Mile High Communications Inc.” is a Part of Scientology’s Secret Cultic Communications Network

The “Church of Scientology” does not exist per se. Rather the “Church of Scientology” is a term of convenience used to refer to the large number of legally separate religious corporations which comprise Scientology. The four top-level corporations that control all of Scientology are: 

The Church of Scientology International
The Church of Spiritual Technology
The Religious Technology Center
The International Association of Scientologists

These corporations each own smaller corporations as part of the legal design of Scientology. The strategy is for Scientology to break itself into so many pieces that it is hard to understand and file lawsuits against. Also, if one corporation loses in court only its assets will be lost. 

As part of its Cultic necessity for secrecy, Scientology created a private communications network which permits these allegedly separate corporations to share secret information on trafficking children and adults; moving money; planning and/or covering up illegal activities; locating blown Sea Org members; forming battle plans, espionage, infiltration. etc.

Some the information on Scientology’s secret communications network is publicly available. This is why we are mapping the locations and frequencies of Scientology’s communications network in the public interest.

In our previous post, we published the call sign and radio frequencies of Pac Base in Los Angeles which is a separate legal corporation called the Church of Scientology Western US. 


Mile High Inc. is a secular Scientology-owned corporation which serves as the communications network for the Church of Spiritual Technology (CST) which owns and operates Scientology’s archival vaults. However, as we argue in this article, Mile High Inc. is one part of the larger and interconnected secret Scientology communications network. Mile High Inc. was formed in 1985 and its recent 2024 shows its Sea Org officers and address:


These are the locations of the CST vaults and transmitters which use the call sign WQDK209: 


Other CST call signs we found are:
WQBC819 –  CST Caretaker House at Trementina Base
WQLJ642 – Airstrip at Trementina Base
WQCB999 – Creston, CA

Scientology’s CST Trementina Base is located in Las Vegas, New Mexico and has a private 6,300 foot airstrip. Identified as San Miguel Ranch Airport NM53, there are no beacons or lighting reported at the landing strip. The FCC notes that the owner does not wish to be charted and that permission required to land.

The transmitters at CST Twin Peaks have a microwave line of site capability to reach Mount Wilson, which is the main location for the major network and cable broadcast transmitters in Southern California. INCOMM has communications equipment on Mount Wilson.

This next photo is of UCLA’s nearby Mount Wilson Observatory which is where Edwin Hubble discovered that the universe is expanding. The photo shows the 360 degree view from the mountain. INCOMM’s transmitter on Mount Wilson has a microwave line of sight to the CST Base in Twin Peaks, California and can talk to OSA, ASI, SMP and all other Scientology locations in Hollywood. The Mount Wilson to Twin Peaks line might require a repeater, but this presents no technical problem whatsoever. 

By use of fiber optics, line of sight microwave, and encrypted satellite uplink/downlink technology, OSA INT and other management units can secretly talk to all Scientology management echelons and orgs globally. Scientology has spent a great deal of money to build and maintain its private network. It did so rather than to use far less expensive existing commercial networks. This is due to Scientology’s need for secrecy and the covering up of its crimes.

As Chuck Beatty stated in the comments section of our previous post, Scientology’s computer unit called INCOMM — which is located in Hollywood — has a location on Mount Wilson. This would link CSI’s INCOMM, OSA INT,  and other units to CST Twin Peaks and other locations. 

The point we make is that the communications network of Scientology corporations is integrated and therefore the “legally separate corporations” are a sham. This can be proven in many ways, but as we look at open source data and begin to map the FCC-licensed networks and locations it adds another layer of evidence. 

While cellphones and the internet work perfectly for calling and transmitting data streams, Scientology’s need for secrecy demanded that it spend a great deal of money beginning in the 1980’s to set up a private and encrypted network.

As noted previously, such a network would be necessary for human trafficking, moving money, and the sharing of both legal and illegally-obtained data between fictionally separate legal entities which are, in fact, one monolithic entity controlled by David Miscavige.

Of course, any such network is always vulnerable to Western SigInt.

Please note that Mile High Inc. includes Creston, California which is where L. Ron Hubbard secretly lived out his final years. Per Chuck Beatty’s remarks in the comments section below, INCOMM had a communications setup between L. Ron Hubbard in Creston and Pat Broeker when he was not at Creston. This would allow them to easily communicate as Pat Broeker was LRH’s sole communicator to the entirety of all global Scientology echelons, organizations, operatives, missions, and all other functions.

The story given by certain former CMO INT, however, is that Broeker would use a remote and obscure payphone to call David Miscavige who was standing by at an equally obscure and remote payphone. The two would talk and arrange to meet a specific time and a remote place to transfer documents and cash between San Jacinto and Creston. At that time, Hubbard was said to be demanding a million dollars a week in cash from the Church.

This Broeker-Miscavige linkage was the nexus whereby Hubbard was able to operate Scientology during his last years. However, this problem with the obscure-payphone theory is that there would have to be a prior notification to David Miscavige as to the location of the obscure payphone and the time at which he was supposed to be there to receive Pat Broeker’s phone call. This would introduce a third party, or possibly more, into the equation.

The obscure-payphone theory would require Pat Broeker to 1) Contact someone to tell David Miscavige the location of the obscure payphone and, 2) What time to be there to take Pat’s call. This notion of covert payphone meetings makes no sense when we consider the actual logistics required.

And what would happen if a local, say a biker outside of a dive bar in Hemet, was using the designated obscure payphone late at night? The biker certainly would not end his call to accomodate a screaming 5’1″ wanker in a fake navy uniform who was beating his tiny fists of fury against the glass booth of the payphone demanding that the biker hang up the phone. This is something a boomer needs to explain: Back before cell phones, there were payphones. Queues would often form outside of a payphone and people would grow impatient if a caller stayed on too long. Someone would yell or bang on the phone booth to get the caller to end the call. 

Chuck Beatty therefore informs us as to what could be a heretofore unknown data point: L. Ron Hubbard may have communicated with Pat Broeker via the secret Scientology communications network from ASI to Creston. This makes sense as Hubbard made use of his telex when he was asea on the Apollo. Telex radio systems were still in use in the 1980’s. All that would be needed would be a few repeaters to get from Creston to San Jacinto and this could have been easily arranged by Mile High Inc. as money was no object.

  1. Wade Starr former CST Director of Communications, Wade was the guy I knew and spoke to from time to time, he was the guy at the CST base charged with the setups there, and Pat Buglewitz (sp?) I think was the only INCOMM person allowed to go to CST and help Wade with the setup.

    I also know that Norman Starkey was the person I think COB for years let be the one to ensure all was going correctly at CST.

    Even with the corporate totem pole, we all knew COB was tops, and Norman Starkey due to a lot of the ASI traffic from Hubbard to ASI, Norman as the “Trustee” did get some of the final “big” orders re what LRH wanted of CST.

    So the intent of LRH for what CST was to do, those orders were to ASI staff brass, with COB being tops, and Norman in there also.

    Terri Gamboa I hope someday can give a feel for the power dynamics.

    When LRH sent his final years of ASI traffic, you can see LRH in some of the traffic saying things to people who even though they are NOT CST corporation, like to Norman, but LRH wished those people, Miscavige, Norman, to be the ones to ensure CST did was LRH wanted of CST.

    Thus, that put a few of the ASI staff, who when I was at ASI, these few separate people were Norman, Maria and David Lantz, and they were “org boarded” as “Office of Trustee” and thus they were over CST. That is due to the LRH final orders to ASI re the duties of CST.

    That is why for a historican researcher’s viewpoint, someday, I’ve said it many times, “we” buffs of the Hubbard cult, “we” all need to see ALL of the final LRH traffic, ALL of it, and then you can see how unrealistic and impossible some of the LRH orders still on the books which haven’t ever been fully completed, still are.

    The ASI traffic has reams of unrealistic and never completed Hubbard wishes, namely the movies to be made from LRH’s fiction scripts and transforming his pulps someday into movies, etc. The whole ASI strategies are just so unrealistic to ever get done, but LRH was adamant about things.

    Back to your CST telecommunications, two key people who someday we hope will talk:

    Wade Starr
    Pat (or his wife Patrice, since she and Pat were a truly close close married couple) Buglewitz (sp?)

    John Busby knew almost everything, I am not sure if John did or did not also know how to help Wade with the communications setups.

    ANYWAYS, the importance of the comm lines to CST also goes over to another communications line that I only very sparingly knew about, and John Dunn, the former ASI computer guy, knew about this line, and that the Grid laptop that was LRH’s communication from Creston to wherever that line went, and however it went, I have only a few vague communications, but other ASI staff of the early 1980s would have heard wind of the Grid Laptop that was a Creston so LRH and Pat could communicate by email, to INCOMM Int.

    When I was at Int Base in 1983, when Les Gibbel was the INCOMM guru operations officer at the Int Base, when the email (Mercury Message System) was first set up in 1983 for the few CMO Int people to first use, about 50 or so people had the email system at first, one of the CMO Int Programs Officers kidding around, showed me Pat Broeker’s secret email address, it was 007. I forget but Annie Broeker also had an email address, I think her email address was XXX but changed, because it was too easy to mistakenly type that in, LOL and send her something by email.

    The logs of the email system, when first set up, those logs, might be somewhere in some “back up” tape, possibly, in the INCOMM tape vault, LOL.

    But, this is all to give the “importance” of the communications.

    Of course, always, forever, COB Miscavige had to have his “comm lines” and of course, even before Misavige was top dog, when LRH was “on the lines” so to speak, of course LRH was the dog! And Annie and Pat were topper dogs in the totem pole, even if Annie and Pat were pretty much not “leaders” in the Hubbard sense of what LRH wanted for “leading”. (This discussion of legit leaders, is a whole discussion I’ve not seen anyone have sensibly, since LRH was wrong about the way LRH set up the “leaders” for the movement, that is the first biggest wrong and flaw never discussed, but the whole putting of paperpushers above the Class 12s is an LRH biggest original flaw, and pre that flaw is the fact that none of the quackery of Scientology makes “OT” supernatural people, so the whole paperpushing cult bureaucracy is futile, always).

    But to the telecommunications, remember INCOMM was servicing LRH, Pat and Annie, their “comm line” to mainly ASI. At the ASI end, I had when I was the ASI computer guy, the leftoevers of the original INCOMM to Creston computer stuff.
    INCOMM and John Dunn came from INCOMM to go to be the first ASI computer guy (I was third gen ASI computer guy, I had the hardware long before used, ASI had the Grid to talk to the Creston Grid laptop.)

    So this corporate legal aspect, has to jump through the legal hoops to make it all legal as time passed.

    LRH was source.
    LRH’s entourage right next to LRH were thus top most important and all things to facilitate how they communicated was thus tops.
    Then as LRH died, Annie and Pat their roles disintegrated, then it was thus the COB became tops for all things his communication.

    CST orders were LRH’s really big big final money moving orders. LRH wanted the bulk of his wealth to go to CST, not to the family, obviously. I never for a second questions that.

    LRH’s legacy was a huge huge science fiction galactic important thing to LRH, and thus CST’s job to preserve LRH’s “LRH originals” for eternity, and the etching on stainless steel, and titanium capsules, and archival paper, etc, etc., that is all due to LRH’s orders.

    Misavige was mad dog about CST doing what LRH wished of preserving LRH’s legacy.

    That is hard to get across, but just look at the evidence, just look at CST. And the satellite sites with the Hubbard preserved archives stainless steel plates and all. Over 100 million bucks spent, I recall, the CST staff Vorm and Bellin brought the graphs showing how much they’d spent, briefing us ASI staff a few times in the early 1990s, I personally saw and listened to what they said.

    Bless the CST guy who has been the sole person to go public about CST, and it’s hard even to get from Dillon Gill just how incredibly important LRH felt about CST preserving LRH’s “legacy of the tech.”

    Dillon is someone you should have on speed dial Jeffrey, he knows of Wade Starr and could verify which of the INCOMM staff did come to CST.

    Oh well, it’s all bogus bunkum LRH’s cult quackery preservation to me today, but they take LRH’s orders and LRH’s idea of importances correctly at least on the CST angle of things.

    The telecommunications thus from Miscavige to CST if pretty “hot” thus, since CST is forever “hot” topic, because it IS the legacy of LRH right there at the CST mother site and the other sites.

    All interconnected in the “top priority” stuff for the LONG range, in Hubbard’s mind, and in anyone’s mind who reads and groks Hubbard’s nutty long range galactic mindset goals.

    so it must have meant going to Milehigh for Pat having to go up to CST to help Wade Starr, Dir Communications CST, with some bug with the setup.
