The Godzilla of all SP Declares + OSA Sex Police Questions Designed to Blackmail People.
The 1991 Scientology document below shows that OSA conducted a massive program to infiltrate Freezone and other groups it deemed to be using Scientology’s copyrighted materials without payment or permission.
This OSA operation appears to have stolen the membership lists from these groups which contained the names of hundreds of people, most of whom were former members of Scientology. OSA then declared these groups and people to be SP’s. This was a massive declare aimed at destroying the groups and people.
This targeted program of infiltration and the theft of data used many of the same tactics as were employed by the Guardian’s Office in Operation Snow White, a notorious program written by L. Ron Hubbard when he was living undercover in Queens, New York in 1972.
Snow White remains the largest ever domestic espionage operation conducted against the US Government by any group.

That’s an interesting perspective on this document. Thank you. A rough estimate suggests that there are around 320 suppressive groups listed, which is just over double the number of existing Class V orgs—currently 134 in total.
Since McShane (and his ilk at RTC) need to see a decrease in the number of these groups to be considered upstat, he’ll resort to FairGame tactics to achieve that.
